Overview of the Operational Fuel Management Program Process

Step 1 - Identify the potential project. Other parties may be affected by or interested in your proposed project. This may include other local governments, First Nations, industry, and other agencies. A pre-planning meeting involving these stakeholders will assist you in determining synergies required for the successful completion of your project.

Step 2 - Application for funding. Once your project has been determined, applications for funding can be submitted electronically via this site. Receipt of applications will be acknowledged by letter from the UBCM Program Officer. A BCeID is required to submit an application for funding. Funding applications must be coordinated with the local MOFR fuel management specialist, who will also involve zone protection staff and the local forest district in the process.

Step 3 - Application review. Submitted applications for funding are reviewed by UBCM and MOFR Fuel Management staff against specific program criteria. Communities may be contacted to provide additional information or clarification.

Step 4 - Application approved in principle. If the application meets all of the criteria for the Program, a letter of approval in principle will be sent to the community by the UBCM Program Officer. This letter will also give authority to begin the prescription and layout process. Financial assistance for this step may also be approved at this time.

Step 5 - Final approval of project. The applicant will provide their fire centre’s Fuel Management Specialist with prescriptions and evidence of the appropriate referrals. The Fuel Management Specialist will notify the Program Officer that required processes are complete and final approval can be authorized. Note that once approved, any changes or variations to the project must be approved, in advance, by the UBCM Project Officer, or disbursement of funds will not be approved. Funds are not transferable to other projects.

Progress payments may be authorized for larger scale projects.

Step 6 - Community completes the project. The community may now commence work on their operational fuel management project. A final report will be required as evidence of project completion, and must be submitted electronically by way of this site.

Step 7 - Project review process. Completed project reporting is reviewed by UBCM and MOFR Program staff. This review will ensure that all reporting criteria has been met. Clarifications and additional information may be requested by the Program Officer prior to finalizing the project. A letter verifying funds expended on the project will also be required.

Step 8 - Project payment. Once the operational fuel management project report has been completed, final payment will be issued to the applicant. The final reporting associated with your project will be posted publicly on this site as a legacy for other communities.
